Upgrade content: Anti-DDoS Premium network upgrade on Singapore region and on Germany region

Singapore region: 05:00-09:00 Feb. 21st, 2022, GMT+8
Germany region: 02:00-06:00 Feb. 21st, 2022, GMT+1
Upgrade impact: During the upgrade, traffic goes through Anti-DDoS Premium Singapore region and Germany region will be briefly interrupted a few times and some IP accesses may happen bigger latency caused by the traffic scheduling policies. Please make sure that you have a reconnection/retry mechanism in your application to enhance fault tolerance.
